The City of New York affords property owners the opportunity to apply for property tax exemptions and abatements relating to new construction projects, renovations of existing buildings and properties owned and used by not-for-profit organizations.  Boris Saks, Esq. PLLC represents developers and property owners in applications for property tax exemptions and abatements with the New York City Department of Finance, Department of Housing Preservation and Development, Economic Development Corporation, and the Industrial Development Agency.


The following are examples of exemption and abatement applications previously handled by our firm:

  • Tax exemption applications for hospitals and non-profit organizations in New York City pursuant to Section 420a of the Real Property Tax Law;
  • Tax exemption applications under the Industrial and Commercial Incentive Program for developments of various commercial properties including the development of a $1 billion power plant in Astoria, Queens;
  • Tax exemption applications for residential developments under Sections 421a and 421b of the Real Property Tax Law;
  • Applications for J-51 abatements in connection with renovations of properties for residential use.


We are experienced in handling all aspects of the application process, from pre-construction planning through issuance of certificate of occupancy and final certificates of approval.
